Allegheny County Department of Public Works, the Pennsylvania Department of Transportation, and the Federal Highway Administration will host a public meeting on the Talbot Avenue ramp replacement project on 28 January 2026 at 7 p.m. at Carnegie One Braddock Library, 419 Library Street, Braddock.
The Talbot Avenue ramp near the Rankin Bridge serves 2,364 vehicles daily over West Braddock Avenue, Toner Street, and Union Railroad tracks. The existing structure is closed and under demolition.
Crews have been removing the existing ramp since November 2025, with the work proceeding as planned. The demolition phase is anticipated to conclude by winter 2026. Motorists are being redirected via Braddock Avenue and Fourth Street during this period.
The project includes constructing a new ramp, reconstructing approach roadways and sidewalks, repairing retaining walls, and installing new lighting.
Officials will present preliminary construction and traffic control plans and seek public feedback. Representatives from Allegheny County, PennDOT, and design consultant WSP will answer questions.

Bidding is scheduled for fall 2027. According to the Department of Public Works, construction of the replacement ramp will commence in spring 2028.
