The Allegheny County Housing Authority promoted Richard Stephenson to executive director Friday, ending his five-month tenure as interim leader.

Stephenson replaces Frank Agazzio, who retired in February after leading the agency. The appointment makes permanent Stephenson’s role overseeing housing programs for thousands of low- and moderate-income county residents.

The 30-year housing veteran joined ACHA in 2004, serving as chief financial officer and chief operating officer before becoming interim director. Board Chairman Mark Foerster cited Stephenson’s leadership and commitment to the agency’s mission.

“Rich has demonstrated exceptional leadership and a deep commitment to our mission of providing safe, affordable, and quality housing for all residents of Allegheny County,” Foerster said in a statement.

Stephenson holds a business administration degree with an accounting major. He has spearheaded housing initiatives and expanded resident services during his ACHA tenure.

“I am honored to lead the Allegheny County Housing Authority and continue working alongside our dedicated team to improve the lives of our residents,” Stephenson said in the announcement.

The authority operates public housing developments and administers Housing Choice Vouchers helping families secure private rentals. ACHA also provides resident services including job training and educational support.

Stephenson’s appointment comes as housing authorities nationwide address growing wait lists and aging housing stock. His financial background positions him to navigate federal funding changes while maintaining services for existing residents.
