Highlands High School senior Carrah Scardina has been named the winner of the 2025 Congressional Art Competition for Pennsylvania’s 17th District, Congressman Chris Deluzio announced Monday.

Scardina, of Natrona Heights, earned first place for her artwork titled American Beauty, a hand-painted fuchsia rose and rosebud on 100% silk canvas. Her painting will be displayed in the U.S. Capitol for one year.
Each spring, the U.S. House of Representatives sponsors the competition, inviting high school students from across the country to submit original visual art representing their congressional districts. Deluzio, who is serving as the Democratic co-chair of this year’s competition, said his office received numerous submissions from across the district.
“The creative energy of these students is inspiring,” Deluzio said in a statement.
Scardina will be honored at a national event in Washington, D.C., this summer alongside other student winners from across the country. The winning pieces will hang in a corridor of the Capitol complex that is frequented by lawmakers and visitors alike.
